'The Gospel Belongs on the Streets': UK Church Fights Council Order Silencing Its Outreach
Colchester banned amplification at Bread of Life Community Church's weekly city-centre outreach. A magistrates' court hears the church's appeal on 22 and 29 October
The short answer
According to The Christian Post, Colchester City Council, through the Safer Colchester Partnership and with Essex Police, issued a community protection notice in March under the Anti-social Behaviour, Crime and Policing Act 2014 barring Bread of Life Community Church of Clacton from using amplification at its weekly outreach in Colchester city centre, and banning "engaging or intimidating behavior." The church, led by Pastor Stephen Clayden and represented by the Christian Legal Centre, says the notice amounts to a ban on preaching and has appealed; magistrates' court hearings are scheduled for 22 and 29 October 2026. A petition against the ban has more than 27,000 signatures.
Every week, members of Bread of Life Community Church go into Colchester city centre to preach and talk with people about Jesus. Since March, they've had to do it without a microphone — and the church says that's only the start of the problem.
What the Council Did
According to The Christian Post, Colchester City Council, acting through the Safer Colchester Partnership and with Essex Police, issued a community protection notice (CPN) in March under the Anti-social Behaviour, Crime and Policing Act 2014. It:
"Colchester's community protection notice bars amplified preaching at a church's weekly city-centre outreach, with breach a criminal offence. The church complies but is appealing — hearings are on 22 and 29 October — arguing 'the Gospel belongs on the streets.'"

- bans "engaging or intimidating behavior";
- makes a breach a criminal offence.
The council says complaints came first, then a warning, then the notice. The church denies targeting anyone and argues that, in practice, the order is a ban on preaching a religious message in public.
The Church's Response
The church — based in Clacton and led by Pastor Stephen Clayden, 44, who started it six years ago — is complying while it fights the order. Preachers now speak without microphones.
"We're not using amplification, so abiding by the CPN," Clayden said. "But the Gospel belongs on the streets."
The church has appealed, represented by the Christian Legal Centre, and a magistrates' court is scheduled to hear the case on 22 and 29 October. Clayden has delivered a petition to Colchester Town Hall with more than 27,000 signatures calling for the ban to end. The Christian Legal Centre's chief executive, Andrea Williams, argues councils must not use anti-social behaviour powers to shut down lawful Christian outreach.
Why It Matters
Street preaching is as old as the church. Peter preached to a crowd in the open air at Pentecost (Acts 2:14); Paul reasoned in the marketplace in Athens "day by day with those who happened to be there" (Acts 17:17). In the UK, open-air preaching has a long history — and today, cases like this test how far public-order powers can reach into gospel outreach.
It also matters closer to home. Weekly street outreach is how ministries like the ones we've reported on — from Hamilton's streets to Love on The World groups in twelve cities — reach people who will never walk into a church building.
What's Next
We'll report the court's decision. In the meantime, pray for Bread of Life Community Church and for wisdom for the court — and if you share your faith on the streets yourself, our guide on how to share your faith is built around doing it with respect and love.

Biblical Perspective
The gospel has always gone to public places: Peter preached in the open air at Pentecost (Acts 2:14), and Paul reasoned "in the marketplace day by day with those who happened to be there" (Acts 17:17). Scripture also calls believers to share their hope "with gentleness and respect" (1 Peter 3:15) and to pray for those in authority (1 Timothy 2:1–2).
"So he reasoned in the synagogue with both Jews and God-fearing Greeks, as well as in the marketplace day by day with those who happened to be there."
— Acts 17:17 (NIV)
